Training Program for Asian Veterinarians Ⅱ(TPFAV Ⅱ)

General Information for All Applicants on Training Program for Asian Veterinarians Ⅱ 5th batch

Organized by Japan Veterinary Medical Association

This program is implemented with financial support by Japan Racing and Livestock Promotion Foundation (JRL), and Japan Veterinary Medical Association (JVMA) organizes the program.

1. Background

Transboundary infectious animal diseases, such as foot-and-mouth disease, and highly pathogenic avian influenza, are still far to eradicate. These contagious diseases rise severe damage to livestock industries. International trading will dramatically increase, especially among Asian countries. Thus it is global demand to increase the number of veterinarians who can meet social needs. With this circumstance, JVMA resumed TP-FAV in 2017. This document is to inform the 5th batch recruitment.

2. Objectives

Veterinarians, especially those who are/will be engaged in epidemiological disease control/clinical practice, will be invited to Japan to learn infectious disease control, microbiology, animal health, public health, and other essential veterinary medicine and clinical practice. This program is objected to achieving control of transboundary infectious animal diseases in their country and Asia. The goal is to achieve the development of veterinary medicine and to achieve the establishment of an international cooperation network.

- 1-week orientation at Japan Veterinary Medical Association
- 12 months as a research student in a veterinary-related institution (university, research laboratory, etc.)
- 2-week study trip for all participants

5. Number of Participants

Following are the allocated numbers of participants per batch. This number is subject to change due to budgetary conditions.

6. Target Countries

5th batch (2023) Asian Countries

*Countries designated as danger level 3 or higher by the Ministry of Foreign Affairs of Japan will be excluded from the target countries for the security of traveling.

7. Target Participants

This program targets the participant who will take a leading role in their country/region. Target participants are selected from the following three categories.
(1) Private Sector Young veterinarians who are or will be involved in the control/eradication of transboundary infectious animal diseases
(2) Government Officials Young government officials/civil servants who take part in the formulation and implementation of control/eradication of transboundary infectious animal diseases in livestock
(3) Educators Young instructors/teachers in Higher Education in Asia and has a recommendation by

8. Fields of Study at Japanese Universities

Veterinary-related institutions plan unique training programs. The applicants are required to clarify their field of interest in six (6) academic areas shown below. The promotion committee of TP-FAV will match training programs and participants to decide appropriate training venue.

9. Qualifications and Requirements

Applicants must satisfy the following requirements:
(1) Nationality Citizens of one of the Asian countries
(2) Age - is 45 years of age or younger (as of April 1st, 2023, for the 5th Batch participants)
(3) Education Bachelor’s degree in veterinary medicine/science
(4) Working Experience/Status Applicants for the category of “Government officials” and “Educators” (shown in Section 7.) are required:
- to have more than six months of working experience at their current organizations, and
- to obtain permission for application and securing reinstatement from their current organizations.
(5) English – language Proficiency Adequate English skills both in written and oral communication to complete the one-year program
(6) Understanding of the Program Applicants are required to have a clear understanding of the objectives of TP-FAVⅡ. They are required to have a strong will to contribute to the development of their home countries as well as to strengthen the linkage between their countries and Japan after returning home.
(7) Others Applicants must:
- be in good health condition to complete the program,
- not receive or plan to receive a scholarship offered by other foreign organizations, and
- attend the training activities on the weekends under unavoidable circumstances (ex. Experiment, clinical cases, academic conferences)

10. Procedures and Required Documents for Application

JVMA will announce and distribute this General Information to Veterinary Medical Associations/Organizations representing the country. Applicants should contact the Veterinary Medical Association/Organization they belong to acquire/submit/be nominated as a nominee.
JVMA will provide the certified nominees with a URL to submit an online application form. Access to a Google Form is required.
Copies of (2) through (6) below should also be uploaded via Google Form.
Submission of application without nomination, or an applicant who fails to attend an online interview held by JVMA will automatically be disqualified.

(5) A copy of a valid passport with a photo (for checking nationality, name, sex, and date of birth). Valid National ID and birth certificate are acceptable if you do not have Passport. A certified English translation must be attached if ID is not written in English.

11. Application Period (5th batch)

End of September 2022
(The period may differ in each country. Please ask for an open period for your country's veterinary medical association/ organization.)

12. Selection Procedures (5th batch)

*There are no fees to be charged directly by JVMA during the selection process.
*Any costs incurred during the selection procedures, including travel expenses, document preparation (official notification, etc.), and any other personal expenses, will NOT BE COVERED by JVMA but should be covered by an applicant.
*The reasons for disqualification on each selection procedure will NOT BE DISCLOSED.
(1) Domestic Screening
The veterinary medical association of the applicant’s country is in charge of nominating eligible candidates (up to four nominees per one country.)

(2) Interview

Period October to December 2022
Contents Interviews by professor/supervisor/instructor in charge and JVMA director/staff
Objectives To check applicants’ understanding of the program objectives and to make a prioritization list of applicants
Venue Online
Results The interview team will generate a prioritized list of applicants for the Final Selection. Applicants judged not to clearly understand the program's objectives may be disqualified at the interview.

(3) Final Selection in TP-FAVⅡ Promoting Committee

Selection and Result Fourteen adoptions will be determined/approved by Promoting Committee. The result will be announced without delay to the nominating association/organization.

14. Expenses to Be Borne by JVMA

JVMA will provide the following expenses for participants of the program
- Tuition/ research expenses at Japanese university
- Allowance for living expenses. See the box below for more details.
- A round-trip airfare
- Expenses for support program during the study in Japan, including the costs of orientation and study trip
The participant should cover other costs.
*Participants are not allowed to work during their stay in Japan.

15. Caution to adopted trainees

The nominee adopted as a trainee with an exact selection process has the right to receive financial support from JVMA, as explained in article 14. If the trainee completes a one-year training term, the trainee is exempted from paying back any of the supported funds.
The trainee is obliged to get trained in the facility designated by TP-FAV promoting committee for one year. Due to personal circumstances, the trainee is not allowed to change the training venue or training plan, nor return home.
The adopted trainee must obey the rules of the training venue, such as a quarantine period. Especially those from countries with FMD cases are not allowed to visit a farm or related facilities for four weeks after arrival to Japan.
The next batch of trainees will be decided in mid-January 2023. The adopted trainee must complete necessary procedures such as gaining permission to leave the workplace, applying for a visa, etc. The trainee should contact JVMA immediately if they encounter difficulties in essential procedures.

16. JVMA’s Policies

(a) Privacy Policy
1) Scope of Use
Any information used for identifying individuals that JVMA acquires will be stored, used, or analyzed only within the scope of JVMA activities. JVMA reserves the right to use such identifying information and other materials following the provisions of this privacy policy.
2) Limitations of Use and Provision
JVMA shall never intentionally provide information that can be used to identify individuals to any third party, with the following three exceptions:
(a) In cases of legally mandated disclosure requests;
(b) In cases in which the provider of information grants permission for its disclosure to a third party;
(c) In cases where JVMA commissions a party to process the information collected, the information provided will be within the scope of the designated tasks.
3) Security Notice
JVMA takes measures required to prevent leakage, loss, or destruction of acquired information and to manage such details otherwise correctly.

(b) Copyright Policy
Participants of TP-FAV are requested to comply with the following copyright policy;
Article 1. Compliance matters with participants’ drafting of documents (various reports, action plans, etc.) and presentations (report meetings, lectures, speeches, etc.)

  1. Any contents of the documents and presentations shall be created by themselves in principle.
  2. comply with the following matters, if you, over the limit of quotation, have to use a third person’s work (reproduction, photograph, illustration, map, figure, etc.) that is protected under laws or regulations in your country or copyright-related multinational agreements or the like:
(1) Obtain a license to use the work on your responsibility. In this case, the scope of the permit shall meet the provisions of Article 2.
(2) Secure evidential material that proves the license grants and specifies the license's scope.
(3) Consult with the third party and perform the payment procedure on your responsibility regarding negotiations with a third person about the consideration for granting the license and the process for paying the care.

Article 2. Details of the use of works used for TP-FAV
(1) The copyright on a work that a participant prepares for TP-FAV shall belong to the participant. The copyright on the parts where a third party’s work is used shall belong to the third party.
(2) When using texts, supplementary educational materials, and other materials distributed for TP-FAV, participants shall comply with the purposes and scopes approved by each copyright holder.

(c) Compliance Policy

  1. JVMA shall improve the transparency and fairness of its operations and financial activities to secure public trust.
  2. JVMA shall contribute to the sound development of the international economic community through development assistance to secure the international community's trust.
  3. JVMA shall meet the needs of developing regions and swiftly and flexibly provide quality service.
  4. JVMA shall consider natural and social environments when conducting its operations.
  5. JVMA shall communicate well with various levels of society and maintain an organizational culture of transparency.
